20 January 2020 T O : All PESONet Participating Banks/Institutions R E : CONNECTIVITY VIA THE WEB SERVICE API AND THE IMPLEMENTATION OF ENHANCED INTERFACE FILE (EIF) IN PESONET BY JULY 1, 2020 1. Further to Memo Circular 3551 released last August 30, 2019. (RE: Mandate to Implement ISO20022 in PESONet), we wish to inform that the ‘go live’ date for the above cited directives shall push thru as scheduled. 2. To date, 19 participating banks/EMIs are already on Web API affording them technically to have complied with the mandate. For this achievement and on behalf of the PESONet Steering Committee, PCHC wishes to express its warm appreciation and congratulations! We are certain that the rest of the participants will expedite respective development/testings to meet the July 1, 2020 live date. 3. It may be recalled that the API specifications + the software development kit (SDK) have long been published for inspection/adoption. Along with the specs and SDK, we had also published the specifications for the Enhanced Interface File (EIF) to ensure that all data elements used in ISO20022 are available in case the PESONet Front-end Application as backup is invoked. 4. Implementation of the EIF will coincide with the July 1, 2020 Web API ‘go live’ date. This means that support for the old EPCS Import/Inward File Format and the PhilPaSS Remit Import file will already end on June 30, 2020 and therefore any transmission using the PESONet Front-end Application as back up will no longer be accepted/rejected starting July 1, 2020. 5. For participants which have not yet obtained our API, SDK and the EIF specifications, you may immediately request respective documentation by sending an email to pesonetsupport@pchc.com.ph cc: leyjulian@pchc.com.ph. March 3, 2020 TO : All Clearing Banks/Institutions RE : PROPER USE OF RETURN REASON CODE ‘Q’ (MISMATCHED IMAGE AND DATA) 1. We have been receiving reports from some of our participant banks regarding client complaints in connection with the delays in clearing of Checks due to dishonor by drawee banks citing “Mismatched Image and Data” as the return reason. It has accordingly posed a challenge for depository banks to explain to their respective clients as the mismatches mostly emanated from machine misreads on the MICR code line. 2. To validate, we ran some statistics and sought explanation from a number of drawee banks. Based on our findings, the return reason “Mismatched Image and Data” (Return Reason Code Q) is being used to dishonor checks due to either truncated, transposed or misread characters in the serial number, account number, or transaction code in the MICR code line. 3. To clarify and for uniformity of interpretation, the Return Reason “Mismatched Image and Data” (Return Reason Code Q) can be cited for non-payment if, and only if, the Check Image and the MICR Code Line show more than one mismatched information covering, for instance the following details: a) serial and account number of Drawer; or b) serial number of the Check and BRSTN of the Drawee Bank ; or c) BRSTN of the Drawee Bank and account number of the Drawer ; or d) serial number of the Check, BRSTN of the Drawee Bank and account number of Drawer. 4. If only one (1) information in the Check Image is dissimilar to the corresponding information in the MICR Code line (which could be caused by or attributable to truncated or transposed or misread character/s in the serial number, account number, or transaction code in the MICR code line), the clearing item should not be considered as one with Mismatched Image and Data (within the context of Section 18.1 of the CICS RR) so that the Drawee Bank cannot in such a situation, validly cite the Return Reason “Mismatched Image and Data” (Return Reason Code Q) as basis to dishonor or return the clearing item . Instead of returning the clearing item, the Drawee Bank should honor the item and rectify the misread/miscoded data based on the Check Image. 5. The Drawee Bank, however, is entitled to collect the applicable penalty charge from the Presenting Bank for Errors and Omissions in the Electronic Payment Information (EPI), as provided in Section 5 of the Guidelines/Procedure on Settlement of Clearing Discrepancies under the CICS (Attachment to CICS OM No.17-008, Section 5) 6. In this regard, we strongly advise the Presenting Banks to consistently practice good maintenance of their respective front-end scanners to gain optimal performance. This will ensure that capture of the MICR line would be reliable and not prone to misreads. 7. We count on everyone’s compliance/cooperation. Any willful violation shall be reported to the PCHC Board for appropriate sanction.

TO : All PESONet participating banks/Institutions RE : CONNECTIVITY VIA WEB API & THE SHIFT TO ENHANCED INTERFACE FILE 1. Pursuant to the request of the PESONet ACH Steering Committee (Steerco), we are conducting a survey on the status of participant banks’ compliance with the mandate to convert connectivity in PESONet via the Web Service API and the shift from legacy file formats to the enhanced interface file (EIF) format. 2. It may be recalled during its meeting of 14 August 2019, the ACH Steerco has accepted the recommended schedule to connect all PESONet participants via the Web API no later than July 1, 2020. Subsequently, a follow up Memo Circular was released last January 20, 2020 to remind participants on the mandated implementation. 3. However, some banks have expressed concerns over meeting the stated cutover date due to the challenges brought about by the enhanced community quarantine (ECQ). In the meantime, the ACH Steering Committee has decided to defer the shift to EIF format from July 1, 2020 to October 1, 2020. 4. Given the foregoing, please accomplish the attached survey form and submit on or before May 29, 2020. Results of the survey will enable the ACH Committee to determine status of banks’ activities on EIF and assess as well whether to push for the July 1, 2020 cutover dates for the connectivity of all participants via the Web Service API. 5. Please email duly accomplished survey form to: pesonetsupport@pchc.com.ph cc: royettedlreyes@pchc.com.ph raygerickparagas@pchc.com.ph 6. We count on your immediate cooperation.

October 1, 2020 T O : All PESONet Participating Banks/Institutions R E : VALIDATION OF ACCOUNT NUMBERS FOR BULK PAYMENTS USING PESONET 1. In connection with the request of the Social Security System (SSS) that was coursed through the Development Bank of the Philippines (DBP), we wish to inform that the PESONet ACH Steering Committee in its meeting of 16 September 2020 approved the initiative of the Clearing Operator (PCHC) to include pre-validation of account numbers for PESONet bulk transactions to address concerns of both the originating financial institution or OFI (DBP in this first use case) and the receiving financial institution (RFI) when disbursing/crediting payouts (benefits/loans from SSS in this case). 2. For PCHC to fulfill this initiative, we would like to request all PESONet participant banks to provide account number lengths and/or algorithms that will enable the PESONet Bulk Payments Service to validate account numbers that are submitted by the OFIs for processing. 3. Key features of the PESONet Bulk Payments Service that will be developed is an SFTP interface that will be able to process up to 1 million transactions per batch while allowing for pre-processes that will help mitigate issues with data quality that are inherent when processing large volumes of transactions. 4. Among the pre-processes in the PESONet Bulk Payments Service, it will include simple validation of the account numbers contained in the Bulk Payment File against algorithms that are provided by the RFIs. 5. The PESONet Bulk Payments Service allows for three (3) validation types that RFIs may select based on their own preference and internal considerations, to wit: a. Account Number Length Validation – a validation that checks whether the account number provided by an OFI in the Bulk Payment File corresponds to the proper length provided by the RFI; or b. Fixed Algorithm Validation – a validation where the length and format of the account number provided by an OFI in the Bulk Payment File is validated against a format provided by the RFI (e.g. ann nn nnnnnn); or c. Complex Algorithm – a validation that may be able to validate that the account number corresponds to a specific product type, while also allowing for the capability to validate modulo and check digits provided by the OFI in the Bulk Payment File against the rules provided by the RFI 6. Using the PESONet Bulk Payments Service , RFIs will benefit from more efficient processing as the possibility of receiving invalid account numbers from Bulk Payments is greatly reduced, thus allowing RFIs to provide faster turnaround when receiving Bulk Payments and allowing them to meet the timelines for submitting the PESONet Status Update File. 7. Participant banks may accomplish the attached form, scan/convert into pdf format and send via secured mail (or send with password) to PCHC on or before October 11, 2020. Rest assured that all provided information shall be kept in strict confidence. 8. We count on the full cooperation of all PESONet participating banks.
