September 12, 2025 TO : All Clearing Banks/Institutions RE : ACCOMMODATION AND RE-PRESENTMENT OF CHECKS WITH NON-COMPLIANT AMOUNT IN FIGURES FORMAT 1. Further to MC No. 3902, and considering feedback received from participants, PCHC hereby issues the following clarifications and guidelines for proper reference. 1.1 Temporary Accommodation · The following examples of non-compliant Amount in Figures entries that may be t emporarily accommodated for clearing: 10,000. ***10,000*** ₱ 10,000.00 10,000.xx 10,000-- ***10,000.00*** ₱ 10,000 Php10,000.00 1.2 Re-clearing of Previously Returned Items · Only Checks that were previously returned solely due to Amount in Figures issues can be re-presented for clearing (Date of Issue must be compliant). 1.3 Clarification on Ambiguous Formats · Below are samples of ambiguous Amount in Figures that render a Check unacceptable for deposit/clearing: · Ambiguous entries in the Amount in Figures field ( e.g. absence of commas to separate thousands, millions, etc.) render a check unacceptable for deposit/clearing . * However, if a previously returned item is re-presented and the only change is the insertion of a comma (to make the figures clearly interpretable and still tallying with the Amount in Words), the check may be accepted for clearing, viz: * This exception is allowed as long as the payment information remains unchanged , and only the formatting has been corrected. 1.4 Date of Issue Remains Strictly Non-Representable · Checks with non-compliant Date of Issue formats remain strictly non-representable. · If inadvertently accepted and subsequently dishonored by the Drawee Bank, such items cannot be re- cleared, as Return Reason Code "E" remains non-representable and excluded from the temporary accommodation. * Samples of not acceptable Date of Issue format: · Acceptable Date of Issue format (MM-DD-YYYY, M-DD-YYYY, MM-D-YYYY, M-D-YYYY), with or without dash, not exactly inside the boxes: 2. September 10, 2025 T O : All Clearing Banks/Institutions R E : USER ACCEPTANCE TESTING (UAT) OF THE e-CERTIFICATION MODULE OF THE CICS SUPPORT PLATFORM 1. PCHC is pleased to inform all CICS Participants that the e-Certification Module of the CICS Support Platform, as presented to the Clearing Officers Club, Inc. (COCI) during its meeting on 08 September 2025, is now ready for User Acceptance Testing (UAT). 2. In response to requests from COCI, the following features have been incorporated in addition to the basic e- Certification functions: 2.1. Display of all instances of presentation of an item when searched using MICR code line details (i.e., Drawee Bank BRSTN, Account Number, and Check Number). 2.2. Inclusion of the Dorsal Image in the generated eCertification 3. The UAT will run from 15 September 2025 to 19 September 2025. During the UAT, all PCHC members are requested to perform the following steps in the eCertification Module of the CICS Support Platform, to wit: 3.1. Present an Item for clearing via CICS using the UAT environment of the CICS 3.2. On the next day, request for an e-Certification of the same item presented through the eCertification Module of the CICS Support Platform 3.3. Validate that the generated e-Certification contains the correct image, clearing date, and other details 4. Access to the CICS Support Platform in the UAT environment remains the same URL, at https://csp.pchcdev.com. Members may use existing login credentials to access the eCertification Module. The link to the e-Certification module is displayed on the left navigation bar and may be accessed by any user designated as either a Maker or Authorizer and will be available for inspection on 12 September 2025. 5. Upon completing the foregoing steps, members are requested to kindly accomplish the attached Sign-Off form and submit the same through e-mail at PHILCLEAR@pchc.com.ph. 6. September 01, 2025 T O : All Clearing Banks/Institutions R E : MANDATORY RENEWAL OF PKI CERTIFICATES FOR ICL FILE ENCRYPTION & SIGNING IN CICS 1. To preserve the integrity, availability and security of the Check Image Clearing System (CICS) the Philippine Clearing House Corporation (PCHC) will mandate the renewal and installation of Public Key Infrastructure (PKI) certificates used for ICL file encryption and digital signing. This directive is necessitated by the scheduled expiration of the PKI certificates on October 5, 2025. As such, the following certificates will be re-issued and must be installed simultaneously across all PBM servers of member banks: 1.1. PCHC Root CA 1.2. PCHC Issuing CA 1.3. PCHC Certificate ( Public Key of Clearing House Encryption Certificate) 1.4. Bank Certificate for Signing (requires submission of a Certificate Signing Request per PBM server before it can be issued) 1.5. Bank Certificate for Encryption (requires submission of a Certificate Signing Request per PBM server before it can be issued) 2. A comprehensive guide about the step-by-step instructions for generating the Certificate Signing Request (CSR) and installing the new certificates will be provided along with a video reference. To ensure a smooth transition, PCHC strongly encourages all banks to update their UAT/TEST PBM servers and rehearse the installation steps. The installation of the new PCHC certificates must be performed simultaneously by PCHC and all member banks to ensure synchronization between the CICS backend and all PBM servers. 5. The official deployment of the new certificates to the production CICS backend server will take place on Saturday, September 20, 2025, starting at 7:00 AM . Member banks MUST install the corresponding certificates on their PBM servers immediately after this time to maintain system compatibility. 6. Banks that are using the web-based CICS Frontend System of PCHC and do not have the PBM server are NOT affected by the certificate expirations. 7. July 29, 2025 TO : All Clearing Banks/Institutions RE : CLARIFICATION ON THE ACCEPTANCE OF CHECKS WITH SPECIAL CHARACTERS IN THE AMOUNT IN FIGURES 1. Further to Memo Circular (MC) No. 3893, allowing the acceptance of Checks with special characters in the Amount in Figures, we would like to issue the following clarifications: 1.1. Re-Clearing of Previously Returned Items Checks that were previously returned solely due to the presence of unnecessary special characters or symbols in the Amount in Figures may now be re-cleared, provided there are no other technical defects that would disqualify them from representment. 1.2. Formats Not Acceptable for Clearing To ensure clarity in determining the check amount, entries in the Amount in Figures that do not include commas to separate thousands, millions, etc. (e.g., 10000 or 10000000.00) remain not acceptable for clearing. All other formats may be accepted as long as the Amount in Figures is consistent with the Amount in Words. 2. We emphasize that there is no change in the prescribed manner of writing information on checks, as outlined in our previous issuances. While checks with Amount in Figures that deviate from the standard format may now be accepted for clearing, we reiterate the responsibility of participant banks to educate their clients on the proper writing of check details-especially the Date of Issue and Amount in Figures. 3. As for the Return Reason 'E', it shall remain in use for checks with improperly formatted Dates of Issue and/or ambiguous Amounts in Figures (e.g., missing comma), which impede quick and accurate determination of the amount. 4. July 28, 2025 T O : All Clearing Banks/Institutions R E : ACCEPTANCE OF CHECKS WITH SPECIAL CHARACTERS IN THE AMOUNT IN FIGURES 1. In response to the growing number of consumer complaints related to the non-acceptance of checks for clearing due to incorrect writing of the amount in figures, PCHC in consultation with the BSP and key stakeholders, has decided to allow the use of special characters, e.g., dash (–), asterisks (**) or (xxx), before and/or after the amount in figures written on checks. 2. The recent implementation of stricter rules on check processing was aimed to support standardization and future-readiness, particularly in preparation for wider adoption of Optical Character Recognition (OCR) and Image Character Recognition (ICR) technologies. However, we have received a significant volume of customer complaints, particularly concerning the rejection of checks with extra characters placed before and/or after the numerical amount (e.g., ***10,000.00***, 10,000.00–, 10,000.--). 3. To ease customer burden while maintaining clearing efficiency, it was agreed that check shall continue to be accepted even if there are special characters immediately before and/or after the amount in figures, provided that: The numeric value remains clear and unambiguous; and The amount in words is consistent with the amount in figures 4. This decision is made in the spirit of consumer protection and service continuity, while the industry transitions toward full digitization. 5. This clarification shall take effect immediately and will be included in the updated clearing rules and guidelines to be circulated shortly. 6. In view of the foregoing all participants are requested to: Inform their frontliners and check-accepting units about this change. Update internal check verification protocols accordingly. Continue to educate clients on the proper format for check writing to minimize future rejections. 7.
