December 15, 2025 T O : All Clearing Banks/Institutions R E : MANDATORY UPGRADE TO TRANSPORT LAYER SECURITY (TLS) 1.2 AND HIGHER FOR ALL PCHC SYSTEMS 1. Ensuring the security and integrity of PESONet transactions remains a top priority of the Philippine Clearing House Corporation (PCHC). Transport Layer Security (TLS) is a critical protocol that safeguards data exchanged across networks. Older TLS versions 1.0 and 1.1 are now considered obsolete and are vulnerable to known security threats. Continued use of these protocols poses heightened operational and cybersecurity risks. 2. In line with industry best practices and evolving cybersecurity standards, PCHC will strictly enforce the use of TLS version 1.2 and higher for all connections to PCHC systems and applications . Following internal validation, PCHC confirms that the only production URLs still accepting TLS 1.0 and 1.1 are: https://api-pesonet20.pchc.com.ph https://paygate.pchc.com.ph 3. Effective Wednesday, April 01, 2026 , all sessions connecting to PCHC production systems must use TLS 1.2 or higher . Connections using TLS 1.0 or 1.1 will no longer be supported beyond this date. This enforcement is necessary to: Þ Protect PESONet and participant systems against known vulnerabilities; and Þ Ensure compliance with updated security and regulatory standards. 4. To support a smooth transition and ensure uninterrupted operations, PCHC will make its User Acceptance Testing (UAT) environment available for validation and testing starting 05 January 2026 up to March 31, 2026. PCHC is pleased to announce that it has received sign-offs from several participating banks on the Customer Service Module of the PESONet 2.0. 2. In view of this, PCHC will be promoting the PESONet 2.0 Customer Service Module to the Production environment, where it will be available for use by all interested participants. 3. Participants that wish to continue testing the Customer Service Module - whether through the PESONet 2.0 Front-End or via the Customer Service API - may still do so at any time using the UAT environment. 4. As part of PCHC’s continuing commitment to operational resilience, industry coordination, and disaster recovery preparedness, the Philippine Clearing House Corporation (PCHC) will conduct its Annual Business Continuity (BCP) Exercise from November 17 to 21, 2025, to be carried out in the production environment. 2.
