    September 12, 2025 TO : All Clearing Banks/Institutions RE : ACCOMMODATION AND RE-PRESENTMENT OF CHECKS WITH NON-COMPLIANT AMOUNT IN FIGURES FORMAT 1. Further to MC No. 3894 dated July 29, 2025, and in line with the agreements reached during the consultative meeting with the Bangko Sentral ng Pilipinas (BSP) and industry stakeholders, PCHC hereby issues the following clarifications to ease customer burden: 1.1 Temporary Accommodation · Checks with Amount in Figures not following the prescribed format shall be temporarily accommodated until further notice. · This includes instances where symbols (e.g., “*” or “-”) are used. 1.2 Re-clearing of Previously Returned Items · Checks that were previously returned solely for Amount in Figures issues may be re-presented for clearing. · This accommodation is granted despite Return Reason Code “E” being categorized as non-representable under existing rules. 1.3 Clarification on Ambiguous Formats · As emphasized in Section 1.2 of MC No. 3894, ambiguous Amount in Figures (e.g., absence of commas to separate thousands, millions, etc.) remain unacceptable. · However, if the only change is the addition of a comma to make the Amount in Figures clearly interpretable—without altering the numerical value and still tallying with the Amount in Words—the item may be re-presented. · This is allowed since the payment information remains unchanged, with only the required formatting being corrected. 1.4 Date of Issue Remains Strictly Non-Representable · Items returned under Reason Code “E” due to non-compliant Date of Issue format remain strictly non-representable. 2. This temporary measure applies exclusively to Amount in Figures issues. All other clearing and return rules remain in full force and effect. 3. Please be guided accordingly.

    September 10, 2025 T O : All Clearing Banks/Institutions R E : USER ACCEPTANCE TESTING (UAT) OF THE e-CERTIFICATION MODULE OF THE CICS SUPPORT PLATFORM 1. PCHC is pleased to inform all CICS Participants that the e-Certification Module of the CICS Support Platform, as presented to the Clearing Officers Club, Inc. (COCI) during its meeting on 08 September 2025, is now ready for User Acceptance Testing (UAT). 2. In response to requests from COCI, the following features have been incorporated in addition to the basic e- Certification functions: 2.1. Display of all instances of presentation of an item when searched using MICR code line details (i.e., Drawee Bank BRSTN, Account Number, and Check Number). 2.2. Inclusion of the Dorsal Image in the generated eCertification 3. The UAT will run from 15 September 2025 to 19 September 2025. During the UAT, all PCHC members are requested to perform the following steps in the eCertification Module of the CICS Support Platform, to wit: 3.1. Present an Item for clearing via CICS using the UAT environment of the CICS 3.2. On the next day, request for an e-Certification of the same item presented through the eCertification Module of the CICS Support Platform 3.3. Validate that the generated e-Certification contains the correct image, clearing date, and other details 4. Access to the CICS Support Platform in the UAT environment remains the same URL, at https://csp.pchcdev.com. Members may use existing login credentials to access the eCertification Module. The link to the e-Certification module is displayed on the left navigation bar and may be accessed by any user designated as either a Maker or Authorizer and will be available for inspection on 12 September 2025. 5. Upon completing the foregoing steps, members are requested to kindly accomplish the attached Sign-Off form and submit the same through e-mail at PHILCLEAR@pchc.com.ph. 6. We trust for your full support and cooperation for the successful testing and eventual implementation of this module.

    September 01, 2025 T O     :      All Clearing Banks/Institutions   R E       :      MANDATORY RENEWAL OF PKI CERTIFICATES FOR ICL FILE ENCRYPTION & SIGNING IN CICS                                                    1.      To preserve the integrity, availability and security of the Check Image Clearing System (CICS) the Philippine Clearing House Corporation (PCHC) will mandate the renewal and installation of Public Key Infrastructure (PKI) certificates used for ICL file encryption and digital signing.  This directive is necessitated by the scheduled expiration of the PKI certificates on October 5, 2025. As such, the following certificates will be re-issued and must be installed simultaneously across all PBM servers of member banks:   1.1.      PCHC Root CA 1.2.      PCHC Issuing CA 1.3.      PCHC Certificate ( Public Key of Clearing House Encryption Certificate) 1.4.      Bank Certificate for Signing (requires submission of a Certificate Signing Request per PBM server before it can be issued) 1.5.      Bank Certificate for Encryption (requires submission of a Certificate Signing Request per PBM server before it can be issued)   2.      A comprehensive guide about the step-by-step instructions for generating the Certificate Signing Request (CSR) and installing the new certificates will be provided along with a video reference. All necessary documentation and certificates (Root, Intermediate, PCHC encryption) can be downloaded from the following URL:   https://drive.google.com/drive/folders/15aS6tgXjp9Fum5kuJEXOErSRljZMK9YH?usp=sharing   3.      To ensure a smooth transition, PCHC strongly encourages all banks to update their UAT/TEST PBM servers  and rehearse the installation steps. The new certificates will be deployed in the UAT environment by end of business day on September 5, 2025 .   4.      The installation of the new PCHC certificates must be performed simultaneously by PCHC and all member banks to ensure synchronization between the CICS backend and all PBM servers.   5.      The official deployment of the new certificates to the production CICS backend server  will take place on Saturday, September 20, 2025, starting at 7:00 AM .
