August 25, 2023 T O : All Clearing Banks/Institutions R E : REMINDER ON THE IMPLEMENTATION OF THE NEW CHECK DESIGN 1. The May 1, 2024 implementation date is fast approaching and at this point, we wish to gently remind all CICS Participants to intensify their information and awareness campaigns in informing respective depositors/clients that “Old Format Checks” shall no longer be acceptable for clearing effective on said date, unless the following exceptions exists: 1.1. Post-Dated Checks (PDCs) accepted and stamped “Warehoused” by banks prior to May 1, 2024; 1.2. PDCs without “Warehoused” stamp but bearing or printed with “Unique Identification Code” (UIC) that indicates receipt by banks (for warehousing) prior to February 11, 2019 (date of issuance of CICS OM No. 19-030). 1.2.1. Notwithstanding absence of the stamp, acceptance of such PDCs is allowed because stamping and recapturing of previously accepted PDCs may be tedious and prone to errors; 1.3. Manager’s Check/Cashier’ Check issued by the clearing banks bearing the “Waiver Statement” and features required prior to the issuance of CICS OM No. 19-030; and 1.4. Checks dated April 30, 2024 or earlier and presented for deposit or encashment prior to the 180th day from date of issuance. 2. Starting May 1, 2024, an Old Format Check that does not fall within the exceptions mention above when presented for clearing, shall be returned by the Drawee Bank to the Presenting Bank using the reason: Refer to Issuer: Old Format Check. Such presentment shall be subject to penalty of Php1,000.00 per item/day or the amount of the item multiplied by IBCL rate of the day, whichever is higher, to be collected by the Drawee Bank from the Presenting Bank via the usual Charge Slip on any date after its presentment. 3. As published in CICS Operating Memo Nos. 19-030 and 21-036 dated February 11, 2019 and April 16, 2021 respectively, New Check Design has introduced the following changes: 3.1. Format of date of issuance is standardized: in numeric format, MM-DD-YYYY sequence as shown in the date format guide immediately below the date line. 3.2. An individual white box is provided for each character of the date of issuance. 3.3. Peso Sign is moved out of the boxed space for the Amount in Figures. 3.4. Boxed white space/s are provided also for Amount in Figures and Signature/s of the Issuer/s. 4. Meanwhile that implementation of the New Check Design is not yet in effect, and regardless of whether Old Format or New Design Check is used or presented for deposit, the date of issue on the Check should be written as follows: 4.1. If date of issuance is in Numeric Format, it shall be written in MM-DD-YYYY sequence. 4.2. If date of issuance is in Alphanumeric Format, it may be written in any sequence, i.e. Month-Day-Year or Day-Month-Year or Year-Month-Day; however, alphanumeric Month-Day-Year is preferable for consistency with the prescribed MM-DD-YYYY sequence. 5. For banks issuing Checks completed in computer printers for their customers, the attendant check printing applications should be revised to comply with the MM-DD-YYYY issue date format before the May 1, 2024 cutover date. 6. Lastly, we would like to clarify that: 6.1. Though not prohibited, light-colored pen is strongly discouraged in writing details on a Check as the words and numbers written with that type of pen might be too light for scanning/imaging accuracy; 6.2. Any number on a Check's MM-DD-YYYY issue date that appears to go beyond the borders of its designated box should not be a reason for non-acceptance of the Check for deposit; 6.3. Signature/s that exceeds beyond the boxed area for signature is/are still valid and acceptable. 6.4. Alteration/s or erasure/s on any of the information on the face of the Check (i.e. on the date, name, payee, amount in figures, amount in words, signature, account name, account number, check number, pre- qualified MICR characters) is/are prohibited and will render the Check unacceptable for clearing. 6.5. Alteration/s or erasure/s or double indication of Account Number at the back of a Check (Dorsal Deposit Information) is/are a red flag/s (as it could be indicative of previous payment or negotiation with another bank) but it is , nonetheless, acceptable for deposit. In the event, however, that such check is accepted for deposit, the Drawee Bank should immediately return the same to the Presenting Bank if, upon its clearing validation, the clearing item is found to have already been paid/negotiated. 7. Please be guided accordingly.
