October 09, 2023 T O : All Clearing Banks/Institutions R E : CHANGE IN THE HANDLING OF DUPLICATE ITEMS DETECTED IN CICS 1. Please be informed that PCHC shall implement a change in the handling of detected duplicate checks/clearing items in CICS. Duplicate items are currently rejected automatically by the system after going through a series of system validations during the sending/uploading of the ICL files. 2. Such change is needed in order for the Drawee Bank to be given the chance to decide whether an item received, is indeed a duplicate that needs to be returned to the Sender or a legitimate clearing transaction that needs to be paid/honored. 3. The automatic rejection of duplicate items in CICS has raised concerns from a number of receiving banks as they are denied the chance/opportunity to conduct further verification/inspection of the auto rejected duplicate item thus preventing them to decide on the proper disposition of their supposed inward items. 4. Because of this concern, PCHC shall henceforth allow the system to accept the detected duplicate item instead of auto rejecting them. This will result for the duplicate items to be among the inward transactions of the respective Drawee Banks with the total amount to be included in the file that is transmitted to the BSP RTGS for settlement. 5. In order to help the banks identify/reconcile these items, a new report containing all information on the detected duplicate items shall be generated by PCHC. The report can be viewed/downloaded by both the sending and the receiving banks and this report shall be made available to enable manual verification/reconciliation of duplicate items while a corresponding downloadable CSV file will be made available for automation purposes. The CSV file layout can be downloaded from the Web Portal. 6. To be familiar with the new handling procedures, PCHC shall be conducting UAT activities from October 12-20, 2023 in the CICS UAT environment. 7. All CICS participant banks are encouraged to join this activity to obtain the necessary information about the new handling procedures and be able to prepare the adjustments needed in their respective internal processing procedures before the cutover date. PCHC shall announced the cutover date in a separate memo after the UAT activities are completed. 8. Attached to this Circular are the following documents for reference, to wit: 8.1. UAT Test Guidelines 8.2. UAT Sign-off Form 8.3. UAT Test Scripts 9. All participating banks are requested to accomplish the attached CICS Duplicate Check Handling UAT Sign-off form and submit it to PCHC via email at philclear@pchc.com.ph cc: rubenconseja@pchc.com.ph and thonymanongas@pchc.com.ph on or before October 25,2023. 10. Please be guided accordingly.

September 1, 2023 T O : All CICS Participating Banks/Institutions R E : BRIEFING ON THE CICS SUPPORT PLATFORM 1. We are pleased to announce the rollout of the much-awaited CICS Support Platform (CSP), a platform that is intended to provide additional services to all bank/institutions participating in the nationwide clearing operations of PCHC. 2. The CSP primarily includes a module that will detect whether a check has already been presented or not. This is an additional layer of control that would prevent duplicate or multiple presentation of Checks thus, no longer allowing such duplicates to be further processed in CICS. 3. In addition, the CSP also introduces the following modules, that will help CICS participants in their daily operations, to wit: 3.1. eCertification – a facility which allows participants to request for certifications and photocopies of PCHC- presented Checks through a web-based portal; 3.2. PM Adjustment Window – the current Morning Adjustment Window (MAW) system is to be integrated as part of the CSP so that all CICS-related support functions will be available through a single web-based portal. 4. Collectively, the CICS Support Platform will allow banks to ensure faster response to inquiries and resolution of concerns. 5. To demonstrate how banks may best leverage these CICS Support Platform, we are inviting all participating banks to an online briefing on September 8, 2023 at 10:00 AM. Each participating institution may send at least 4 attendees which may come from branch operations, IT and Check clearing operations. 6. You may send the names and the respective email addresses to Ms. Monet Paguirigan at monetpaguirigan@pchc.com.ph no later than end of day on 05 September 2023. 7. We expect and appreciate your attendance to this briefing.
