    January  19, 2024 T O        :              All Clearing Banks/Institutions R E        :              REVISED HANDLING OF DUPLICATE ITEMS  DETECTED IN CICS 1.      Further to Memo Circular (MC) No. 3779 dated 09 October 2023 and MC No. 3784 dated 13 November 2023, please be informed that PCHC shall start to implement the change in the handling of detected duplicate items in CICS effective Monday, February 05, 2024. 2.      It may be recalled that this change was a clamor among participants in order for the Drawee Bank to be given the chance to decide whether an item received is indeed a duplicate item that needs to be returned to the Sender or a legitimate transaction that must be paid/honored. 3.      With the change, detected duplicate items received at the CICS backend within the 180 days period shall be accepted and then sent/transmitted to the respective receiving banks for proper validation/disposition. 4.      To help Banks in their reconciliation, the following reports and files shall be made available to all participants after the settlement process and shall be automatically directed/uploaded to the respective banks’ primary PBM, to wit: 4.1.    Dup_Pre_YYYYMMDD__PHP_00.CSV – List of Outward Duplicate Checks presented for clearing. 4.2.      Dup_Rev_YYYYMMDD__PHP_00.CSV – List of Inward Duplicate Checks. 4.3.      Dup_Txns_Presented_Reg-.PDF – List of Outward Duplicate Checks presented for clearing. 4.4.      Dup_Txns_Received_Reg-.PDF – List of Inward Duplicate Checks 5.      Deployment will be done on the night of February 3, 2024, Saturday,  in order to minimize disruption to banks’ activities. 6.
