March 5, 2024 T O : All Clearing Participant Banks/Institutions R E : IMPLEMENTATION OF THE PM ADJUSTMENT WINDOW AND VALUE-DATING OF AM RETURNS ON SETTLEMENT DATE 1. In connection with the implementation of the Amended Check clearing and Settlement Rules as circularized in BSP Circular 1180, we are releasing the Operating Guidelines (Annex A) as well as the Terms of Use (Annex B) for the PM Adjustment Window (PAW) which will likewise be operational effective March 6, 2024. 2. As announced during the briefing held on March 4, 2024, PAW shall cover two (2) distinct features, namely: 2.1. The use of electronic Charge Slip, that is to effect adjustment of clearing discrepancies (to be issued by the Presenting Bank in case of under-encoding and to be issued by the Drawee Bank in case of over- encoding). The acceptance of the electronic Charge Slip to settle the discrepancy is by default, mandatory and requires no confirmation from the accepting party. Receiving banks however are given the ability to reject the electronic Charge Slip if the PAW transaction received bears erroneous or inaccurate detail/s. 2.2. Return of High Value Transaction. The facility also allows Drawee Banks to return dishonored clearing items transmitted during the regular clearing window (on or before the 4:30 PM CICS Cut-off) which could significantly impact on the DDA position of the banks. Return of dishonored items within the prescribed period is mandatory, hence acceptance of returns via PAW is required and the receiving Presenting Bank will not be given the option to reject the item being dishonored. 3. PAW adopts a new set of distinct billing factors: 3.1. Each PAW transaction will be billed Php200.00 unless otherwise increased or decreased by another issuance or directive. 3.2. PAW transaction fees are charged to the initiating party (the one sending the adjustment or return). The same holds true for over encoding where the Drawee Bank is the one initiating to correct an over encoding exception. Drawee Banks can recover such charge from the Php1,000.00 handling fee which it can collect from the Presenting Bank via Charge Slip pursuant to item 1.11 of CICS OM 17-011(Schedule of Bank-to-Bank Penalties/Charges). 4. As it is most ideal for all CICS participants to on board in the PAW platform, we strongly encourage everyone to submit their respective sign offs. As of date, we already have about 60% submission. 5. For the live implementation on March 6, 2024, participant banks who have already submitted their respective sign offs may already access the PAW platform via this URL: https://csp.pchc.com.ph. 6. March 5, 2024 T O : All Clearing Banks/Institutions R E : CLARIFICATION ON THE ADDITIONAL RETURN REASON CODE “w” (DRAWN AGAINST DORMANT ACCOUNT) 1. For the purpose of implementing the new policy on duplicate items, PCHC had to update the Return Reason Table in the PBM of participant banks. Primarily, the update was to provide the reason code (with corresponding description) that is to be indicated by the Drawee Bank in its manual return of verified duplicate items. 2. Thus, PCHC issued MC No. 3796 dated January 31, 2024 to inform the participant banks of the then impending new deployment on February 1, 2024. Included in the update of the Return Reason Table was the addition of the Return Reason Code “w” with the description “Drawn Against Dormant Account.” 3. As regards said Return Reason Code “w”, PCHC wishes to clarify that the said memo was not meant to instruct participant banks to return clearing items if they are issued against dormant accounts. As mentioned earlier, MC No. 3796 was only to apprise participant banks of changes in the Return Reason Table. 4. The additional return reason code “w” was included in the deployment for the purpose of making the reason “Drawn Against Dormant Account” available for use by participant banks in cases where dormancy of accounts has been agreed upon by them and their Current Account clients as a return reason for their Checks. 5. Thus, acceptance of former UCPB checks shall only be until the regular session cut-off (4:30 PM) of May 31, 2024. Any former UCPB regular checks transmitted after the said cut-off will be rejected in CICS. However, former UCPB checks accepted on May 31, 2024 regular session but dishonored by LBP for technical and funding issues can still be returned and included in the AM Returns processing of June 3, 2024. 2.2 . January 25, 2024 T O : All Clearing Banks/Institutions R E : USER ACCEPTANCE TEST (UAT) EXERCISES IN PREPARATION FOR THE IMPLEMENTATION OF BSP CIRCULAR NO. 1180 (AMENDMENTS TO THE CHECK CLEARING AND SETTLEMENT REGULATIONS ) 1. Relative to the Peso RTGS Advisory No. BPU-2024-004 that was released by BSP on January 12, 2024, please be informed that PCHC shall make available the CICS Backend Test environment to all participant banks for the UAT exercises starting February 05, 2024 until February 29, 2024. 2. The availability of the UAT platform shall allow participants to perform test activities and identify any adjustments needed at their respective internal systems/operations. 3. Within this UAT period, PCHC shall perform daily the CICS backend operations observing the 4:30 PM cut-off time for regular window, 4:31PM to 5:15PM for the PM Adjustment Window (PAW) and 8:00 AM cut-off (next day) for the AM Returns window. 4. As requested by some participants, PCHC shall generate separate inward files (MTF) for the regular and returned transactions, which member banks can optionally use. These new files are in addition to the consolidated Regular & Return MTF the PCHC regularly provides after the 4:30PM CICS cut-off, to wit: 4.1. Regular MTF – > Filename: YYYYMMDD-nnnPHP00-REG.MTF 4.2. Return MTF – > Filename: YYYYMMDD-nnnPHP00-RET.MTF where: YYYYMMDD = 8-character date nnn = Bank Code 5.
