December 19, 2024 TO : All Clearing Banks/Institutions RE : CICS SERVICE LEVEL AGREEMENT 1. The Philippine Clearing House Corporation (PCHC) is authorized by the Bangko Sentral ng Pilipinas (BSP) to provide check-clearing services through the Check Image Clearing System (CICS). This authorization was formalized in a Memorandum of Agreement (MOA) signed in July 2016 between the BSP and PCHC. 2. As part of the MOA, PCHC is required to outline its service commitments in measurable terms. In compliance with this requirement, PCHC is presenting the attached Service Level Agreement (SLA) for your review and agreement. 3. The purpose of this SLA is to demonstrate PCHC's dedication to delivering high quality services as the Operator of the CICS. It outlines the specific terms, performance undertakings, and responsibilities associated with the services it provides. The SLA also ensures that both PCHC and all CICS participants have clear understanding of the service and support protocols, as well as their mutual obligations. 4. We kindly request that you carefully review the attached documents. If you have any questions or require clarification, please do not hesitate to contact us. We are more than willing to discuss details or make adjustments to ensure mutually acceptable stipulations. 5. December 17, 2024   T O      :               All Clearing Banks/Institutions   R E         :               NON-ACCEPTANCE OF CHECKS WITH INVALID DATE FORMAT AND THOSE WITH UNNECESSARY SPECIAL CHARACTERS/SYMBOLS IN THE AMOUNT IN FIGURES     1.      We conducted a survey via the issuance of MC No. 3853 dated November 20, 2024 to  assess the readiness of participant banks in implementing the non-acceptance of checks with invalid date formats and those that have unnecessary special characters or symbols/marks in the amount in figures.   2.      Based on the survey results, with a response rate o f 87% from CICS participants, we have decided to extend the moratorium for another six months.
