November 10, 2025 T O : All PESONet Participating Institutions R E : INVITATION TO THE PCHC FORUM ON THE PESONET CUSTOMER SERVICE MODULE AND PCHC PAYGATE PCHC is pleased to invite all PESONet participating institutions to an exclusive online technical forum that will feature two key developments designed to further strengthen your institution’s participation in the PESONet ecosystem: 1. The PESONet Customer Service (CS) Module – a new enhancement that empowers your frontline staff and digital channels to directly access real-time transaction status inquiries using the PESONet Reference Number (UUID). o The Front-End Application allows branch and customer service teams to handle inquiries promptly, reducing customer turnaround time. o The API Interface enables integration with your e-banking or mobile platforms for automated and self- service customer updates—enhancing customer satisfaction and transparency. 2. The PCHC PayGate – a dynamic platform that enables merchant payments , including government transactions , to be settled efficiently via PESONet. o Since its launch in 2019, PayGate has recorded steady growth in participation , offering l ower transaction costs compared to other merchant payment networks. o The platform supports interoperable merchant acceptance , opening new opportunities for both acquiring and issuing banks. o The PESONet ACH Steering Committee in its October 2025 meeting expressed renewed interest in inviting new participants into the PCHC PayGate. November 3, 2025 T O : All Clearing Banks/Institutions R E : REMINDER ON REGISTRATION REQUIREMENTS FOR NEW AUTHORIZED AGENT BANKS (AABS) 1. The Philippine Clearing House Corporation (PCHC) reminds all Clearing Participants that registration of newly accredited Authorized Agent Banks (AABs) —those accepting check payments for Bureau of Internal Revenue (BIR) and Bureau of Customs (BOC) transactions—is a mandatory requirement under the CICS Operating Guidelines. 2. This registration ensures that each accredited branch is properly tagged in the CICS backend system, allowing accurate reporting of processed BIR/BOC transactions and maintaining reliable and up -to-date bank records. 3. Unregistered or incorrectly tagged AAB branches may lead to transactions being marked as “Presented by Non-AAB”, which automatically triggers a return and penalty process, as provided under Operating Memo No. 17 -009 (dated January 18, 2017). These instances can cause delays, additional administrative work, and potential inconvenience to both presenting and drawee banks, as well as to clients whose payments may be affected. 4. To avoid these operational disruptions, banks are strongly urged to register all newly accredited AAB branches immediately using the standard registration form attached to Operating Memo No. 17-004, and in accordance with the semi-monthly system update schedule indicated therein. 5. Each request for inclusion must include the following details as assigned by the approving agency (BIR/BOC): ▪ Bank Code ▪ Bank Address ▪ RDO Code/RDC 6. October 21, 2025 T O : All Clearing Banks/Institutions R E : REMINDER ON ACCEPTANCE OF CHECK WITH SPECIAL CHARACTERS/MARKS OR SYMBOLS IN THE AMOUNT IN FIGURES 1. It has come to PCHC’s attention that some banks continue to enforce the rule prohibiting the use of special characters, marks, or symbols in check writings despite earlier issuances (MC Nos. 3893, 3894, 3902, and 3903). 2. We reiterate that the implementation of this rule has been temporarily suspended/deferred until further notice following consultations with the BSP and industry stakeholders. Consequently, no checks should be rejected nor any penalty imposed solely on the basis of special characters appearing in the Payee, Amount in Words, or Amount in Figures portions of the check. 3. To reconfirm the industry agreement aimed at easing customer burden, checks with Amount in Figures that do not strictly follow the prescribed format shall continue to be accepted until further notice. This includes checks that: • Use symbols such as “***” or “—” to prevent alterations; • Omit centavos, use “xx” or “—” for centavos, or express centavos as fractions. However, checks without commas separating thousands, millions, etc., shall not be accepted due to potential ambiguity. 4. We also take this opportunity to reiterate the exemptions from the non-acceptance of old format checks. For clarity: • Payee and Amount in Words fields are flexible, symbols before or after the entry remain acceptable. • Centavos in words may be written in figures, fractions, with or without the word “only.” 5. Exemptions from the non-acceptance of old format checks remain: • Manager’s Checks – accepted if the date follows MM-DD-YYYY or acceptable variants. • Warehoused Checks – accepted if warehoused before the effectivity of the non- acceptance policy and bearing a “Warehoused” stamp. 6. For illustrations, please refer to MC No. 3903 (Sept. 12, 2025). Kindly ensure that your frontline and payment- receiving staff have a copy for their guidance. 7. Please be advised that effective 5:00PM Friday, October 3, 2025 , PESONet API access configuration will revert to its setup prior to September 18, 2025 as described in PESONet MC No. 25-190 – Additional Whitelisting to Access PESONet API. 2. The following IP addresses will no longer be utilized and should be removed from the participating institution’s whitelist records: • 166.117.26.179 • 166.117.135.34 3. PESONet’s API server certificates will also be reverted to the GlobalSign Certificate . 4. Participating institutions should coordinate with their respective I.T. and Network teams to ensure that the necessary configurations are completed on the effectivity schedule. 5. CONCERNS                                                                 1.      We have noted instances where the Information Technology (IT) personnel of certain participant banks were not adequately informed and thus unprepared to act on PCHC advisories concerning scheduled critical technical activities. Such activities are vital to ensuring the continuity and stability of bank operations.   2.     To strengthen communication and coordination, all participant banks are hereby requested to designate authorized officers specifically for IT-related concerns , covering systems, applications, cybersecurity, and infrastructure. These officers will serve as the official contacts to receive and act on PCHC advisories.   3.      The designation of dedicated IT contacts will ensure that, alongside liaison and clearing officers, the appropriate IT personnel are promptly advised of all scheduled activities that may affect system availability and clearing operations.   4.      Kindly accomplish the attached designation form and submit it via email to philclear@pchc.com.ph , with a copy furnished to thonymanongas@pchc.com.ph .   5.      Please be reminded that in the absence of designated new IT officers, advisories will continue to be routed through existing Liaison and Clearing Officers, as well as other previously authorized recipients.   6.      We trust in your cooperation and prompt compliance to further safeguard the efficiency and resilience of our clearing systems.
