November 3, 2025 T O : All Clearing Banks/Institutions R E : REMINDER ON REGISTRATION REQUIREMENTS FOR NEW AUTHORIZED AGENT BANKS (AABS) 1. The Philippine Clearing House Corporation (PCHC) reminds all Clearing Participants that registration of newly accredited Authorized Agent Banks (AABs) —those accepting check payments for Bureau of Internal Revenue (BIR) and Bureau of Customs (BOC) transactions—is a mandatory requirement under the CICS Operating Guidelines. 2. This registration ensures that each accredited branch is properly tagged in the CICS backend system, allowing accurate reporting of processed BIR/BOC transactions and maintaining reliable and up -to-date bank records. 3. Unregistered or incorrectly tagged AAB branches may lead to transactions being marked as “Presented by Non-AAB”, which automatically triggers a return and penalty process, as provided under Operating Memo No. 17 -009 (dated January 18, 2017). These instances can cause delays, additional administrative work, and potential inconvenience to both presenting and drawee banks, as well as to clients whose payments may be affected. 4. To avoid these operational disruptions, banks are strongly urged to register all newly accredited AAB branches immediately using the standard registration form attached to Operating Memo No. 17-004, and in accordance with the semi-monthly system update schedule indicated therein. 5. Each request for inclusion must include the following details as assigned by the approving agency (BIR/BOC): ▪ Bank Code ▪ Bank Address ▪ RDO Code/RDC 6. October 21, 2025 T O : All Clearing Banks/Institutions R E : REMINDER ON ACCEPTANCE OF CHECK WITH SPECIAL CHARACTERS/MARKS OR SYMBOLS IN THE AMOUNT IN FIGURES 1. It has come to PCHC’s attention that some banks continue to enforce the rule prohibiting the use of special characters, marks, or symbols in check writings despite earlier issuances (MC Nos. 3893, 3894, 3902, and 3903). 2. We reiterate that the implementation of this rule has been temporarily suspended/deferred until further notice following consultations with the BSP and industry stakeholders. Consequently, no checks should be rejected nor any penalty imposed solely on the basis of special characters appearing in the Payee, Amount in Words, or Amount in Figures portions of the check. 3. To reconfirm the industry agreement aimed at easing customer burden, checks with Amount in Figures that do not strictly follow the prescribed format shall continue to be accepted until further notice. This includes checks that: • Use symbols such as “***” or “—” to prevent alterations; • Omit centavos, use “xx” or “—” for centavos, or express centavos as fractions. However, checks without commas separating thousands, millions, etc., shall not be accepted due to potential ambiguity. 4. We also take this opportunity to reiterate the exemptions from the non-acceptance of old format checks. For clarity: • Payee and Amount in Words fields are flexible, symbols before or after the entry remain acceptable. • Centavos in words may be written in figures, fractions, with or without the word “only.” 5. Exemptions from the non-acceptance of old format checks remain: • Manager’s Checks – accepted if the date follows MM-DD-YYYY or acceptable variants. • Warehoused Checks – accepted if warehoused before the effectivity of the non- acceptance policy and bearing a “Warehoused” stamp. 6.
